Libraries' Guide to the Census 
The American Library Association and the Georgetown Center on Poverty and Inequality (GCPI) created this Libraries’ Guide to the 2020 Census to support the work of libraries in preparation for the 2020 Census.  Learn more at: www.ala.org/census

mapping hard to count (HTC) communities for a fair and accurate census

Research by the Census Bureau has identified twelve variables that are correlated with a high non-response rate during a census. Hard-to-count areas, also called hard-to-enumerate (HTE) areas, have high percentages of:
  • Vacant housing units
  • Multi-family housing units
  • Renter occupied housing units
  • Occupied housing units with more than 1.5 persons per room
  • Households that are not husband/wife families
  • Occupied housing units with no telephone service
  • Adults that are not high school graduates
  • People below poverty
  • Households with public assistance income
  • People unemployed
  • Linguistically isolated households
  • Occupied housing units where the householder recently moved into the unit

The CUNY Center for Urban Research has mapped the hardest to count census tracts in an interactive map you can use to inform your Get Out the Count efforts. With this map you can: zoom to any area of the country and the map will highlight hard-to-count areas by differing levels of response rates from previous censuses; search by address, zip code, landmark, county, state or legislative district to identify areas to prioritize to prevent an undercount in 2020; and use the information in the left panel to inform the budget needed for your efforts based on community need. The Response Outreach Area Mapper (ROAM) application was developed to make it easier to identify hard-to-survey areas and to provide a socioeconomic and demographic characteristic profile of these areas using American Community Survey (ACS) estimates.

This interactive, data visualization allows users to quickly understand what areas of the country had high or low return rates in the 2010 census, and the current demographic makeup of these neighborhoods.
